Refunding remaining Gov1 proposal deposits

Since we switched to V2 governance there have been some Gov1 proposals still submitted by mistake, including us a while back when Open Gov was introduced.

These proposals are there for a while now and we have our tokens locked in.

Let's clean that section.

What we propose:

  • Refund every Gov1 proposal deposit via treasury spend
  • Scrape every Gov1 proposal with a function that will cancel them

We appreciate any feedback on this discussion.

We would also kindly ask if anyone has practiced with this multi-extrinsic type of proposal to help us with constructing this multi-extrinsic.
